Hazards of World War 4 to Public Populations

Due to extreme safety precautions, there is no great hazards to the public populations; except those who reside near military bases or other government institutions. There will be a slight financial damage within the U.S., Russia, and China. Regarding Wars, there is NO hazards other than potential hazards that will exist. "New Societies" will NOT experience ANY damage whether financially or physically. Unless malfunctions or other phenomena cause lack of defense, NO potential NBC hazards will exist too.
